THIS MANUAL IS FOR POLICE ADMINISTRATIVE AND SUPERVISORY PERSONNEL ATTENDING A WORKSHOP DESIGNED TO IMPROVE DWI (DRIVING WHILE INTOXICATED) ENFORCEMENT PROGRAMS. DATA ON EFFECTS OF ALCOHOL AND DWI OFFENSES ARE APPENDED.
Abstract
THE WORKSHOP WAS AN OUTGROWTH OF DEPARTMENT OF TRANSPORTATION RESEARCH INTO THE PROBLEM OF THE DRINKING DRIVER. IT COVERS FACTORS WHICH INFLUENCE THE DECISION TO MAKE AN ALCOHOL-RELATED ARREST (PATROL OFFICER FACTORS, FACTORS ASSOCIATED WITH THE DRIVER, AND FACTORS IN THE LOCAL POLICE COMMAND). IT USES A SERIES OF SIMULATIONS TO DEVELOP TACTICS FOR OVERCOMING NEGATIVE FACTORS TO IMPROVE THE RATE OF DWI ARRESTS. A CONTROLLED DRINKING EXPERIMENT IS INCORPORATED INTO THE WORKSHOP TO GRAPHICALLY DEMONSTRATE THE EFFECT OF ALCOHOL ON DRIVING ABILITY. SUGGESTIONS ARE MADE FOR PATROL OFFICER TRAINING. CASE STUDIES ILLUSTRATE LOCAL POLITICAL PROBLEMS WHICH MAY ARISE WHEN A DWI ENFORCEMENT PROGRAM IS BEGUN. APPENDIX A SUMMARIZES THE RESEARCH STUDIES WHICH ARE THE FOUNDATION OF THE WORKSHOP. APPENDIX B CONTAINS THE CASE STUDIES USED. APPENDIX C REVIEWS THE PROTOCOL OF THE CONTROLLED DRINKING EXPERIMENT.
