BASIC OPERATIONS OF A POLICE DEPARTMENT ADMINISTRATOR, AND THE PLANNING, STAFFING, DIRECTING, CONTROLLING, AND DECISION-MAKING INVOLVED IN ACCOMPLISHING HIS OBJECTIVES.
Abstract
PRINCIPLES AND GUIDELINES FOR BOTH TACTICAL (SHORTRANGE) AND STRATEGIC (LONG-RANGE) PLANNING ARE DISCUSSED. THE STEPS TO BE FOLLOWED IN STAFFING A POLICE ORGANIZATION ARE DESCRIBED, INCLUDING THE RECRUITMENT, SELECTION, TRAINING, AND DEVELOPMENT OF PERSONNEL. THE PROCESS OF DIRECTING OPERATIONS AND FORMULATING POLICIES IS ANALYZED AND EXPLAINED. MEANS FOR EFFECTIVELY CONTROLLING THE FUNCTIONING OF THE POLICE DEPARTMENT TO ACHIEVE DESIRED GOALS ARE EXAMINED, COVERING SUCH ITEMS AS BUDGETING CONSIDERATIONS, THE USE OF RECORDS AND ACTIVITY REPORTS, AND COST EFFECTIVENESS STUDIES. THE BOOKLET CONCLUDES WITH A REVIEW OF THE MECHANICS INVOLVED IN THE DECISION-MAKING PROCESS. SUCH MATTERS AS WHEN NOT TO MAKE A DECISION, POINTS TO CONSIDER WHEN INVOLVING OTHERS IN THE PROCESS, AND EFFECTIVE COMMUNICATION OF COMMAND DECISIONS ARE COVERED. (SNI ABSTRACT)
