Abstract
FOUR FACTORS ARE IDENTIFIED - 1) A FAILURE ON THE PART OF SOCIETY AND EDUCATIONAL INSTITUTIONS TO STIMULATE AN INTEREST IN AND AWARENESS OF THE LEADERSHIP FUNCTION, 2) A LACK OF ELASTICITY AND FLEXIBILITY NEEDED WITHIN AN ORGANIZATION TO PERMIT THE FLOW OF IDEAS, INFORMATION, PERCEPTIONS AND PLANS, 3) FAILURE OF THE POLICE DEPARTMENTS TO PERMIT PERSONNAL MOBILITY, AND 4) A LACK OF CHALLENGE INHERENT IN THE LOWER LEVEL MANAGEMENT POSITIONS WHICH ARE FILLED BY YOUNG, EDUCATED PEOPLE.
