THE SECTION ON ARRESTS PRESENTS INFORMATION ON DETENTION OF A PERSON ON LESS THAN PROBABLE CAUSE, DELAYED ARREST PROBLEMS, AND A MISDEMEANOR CITATION PROGRAM IN TENNESSEE.
