This guide to police administration focuses on relationships with various people and events that affect managerial success, basic management responsibilities such as budgeting and deployment, and the perennial police problems of departmental integrity and the use of deadly force.
Abstract
The selection of materials was based on a survey of chiefs of smaller and medium-sized police departments, city managers, and police training commissioners. The guide addresses the basic management responsibilities of a police executive and the creation of a management environment that is hostile to corruption. Audit controls, training, and investigation are among the topics discussed. A section on deadly force examines situations where regulations and laws are unclear, key actors in the policy decision, and a model policy. Other subjects covered include organization and staffing levels for small police departments, patrol car selection, basic communications equipment, work schedules, and measurement of police services costs. Advice is given on media relations, budgeting, personnel and legal issues, and injury and vehicle damage reduction. References, sample contracts and report forms, and equipment standards.
