The 1989 Fitzgerald Report in Queensland, Australia, one of the country's most far-reaching investigations of police corruption and misadministration, is reviewed.
Abstract
The Report endorses community policing and regionalization, but leaves the political relations of policing intact. Report recommendations, including measures to reorganize the police force and establish new modes of review of the criminal justice system, are made against a background of police reform in other States including New South Wales and Victoria. The findings of the Report are examined in the context of the historical development of policing in Australia which has been centralized and marked by strong police unionism and has experienced periodic crises of corruption and misadministration over the past century. Prospects for police reform in Queensland and the potential impact of the Report on Australian policing are considered. 34 references (Author abstract modified)
