THE DEVELOPMENT AND IMPLEMENTATION OF A COMPUTERIZED MANAGEMENT INFORMATION SYSTEM (MIS) FOR ONE BRITISH COUNTY POLICE FORCE, ARE DISCUSSED.
Abstract
BETWEEN 1964 AND 1974, COMPUTERS WERE USED EXPERIMENTALLY BY THE DEPARTMENT TO ANALYZE CRIME AND ACCIDENT DATA AND TO MONITOR POLICE VEHICLE STATUS AND LOCATION. BY 1974, AWARENESS OF THE NEED FOR A REAL TIME COMPUTER FACILITY RESULTED IN ESTABLISHMENT OF A STEERING COMMITTEE TO DEVELOP A COMPUTER BASED MIS. THE SYSTEM'S FIRST SUBSYSTEMS BECAME OPERATIONAL IN MAY, 1977. THE SYSTEM'S COMMAND AND CONTROL SUBSYSTEMS INCLUDE INCIDENT LOGGING, RESOURCE AVAILABILITY DATA, DUTY STATES, BURGLAR ALARMS, AND A STREET INDEX. THE MESSAGE SWITCHING SUBSYSTEM CIRCULATES OPERATIONAL INFORMATION, SUCH AS CRIME AND STOLEN PROPERTY REPORTS, AND PROVIDES EACH POLICE STATION WITH ACCESS TO THE MIS FILES. THE MANAGEMENT INFORMATION SUBSYSTEM INCLUDES FILES ON CRIME KEPT FOR 12 MONTHS RECORDING, STOLEN PROPERTY, TRAFFIC ACCIDENTS, ARRESTS AND SUMMONSES, THE TOTAL DAILY REPORT, POLICE EFFECTIVENESS, AND POLICE PERSONNEL. A TRAINING COMPLEX AND TRAINING PROGRAM GIVE ALL PERSONNEL A 1-DAY GENERAL COURSE FOLLOWED BY HANDS-ON TRAINING. A MAP OF THE COUNTY AND DIAGRAM OF THE MIS ARE INCLUDED. (CFW)
