HIGHER EDUCATION THAT DEVELOPS AN UNDERSTANDING OF SELF, PEOPLE, AND SOCIETY IS CONSIDERED ESSENTIAL FOR THE POLICEMAN IF HE IS TO FUNCTION EFFECTIVELY WITHIN THE COMPLEXITIES OF MODERN SOCIETY.
Abstract
THE ARTICLE MAINTAINS THAT TRAINING IN OPERATIONAL SKILLS IS NOT SUFFICIENT EXPERTISE FOR POLICE TO FULFILL THE NEEDED FUNCTION OF ENFORCING THE BASIC VALUES OF FREEDOM, JUSTICE, AND EQUALITY IN A CHANGING SOCIETY. THE POLICEMAN IS ENVISIONED AS ONE WHO UNDERSTANDS THE PHILOSOPHY OS DISSENT, IS RESPONSIVE TO PEOPLE OF PREVAILING SOCIAL PREJUDICES AND COMMUNITY POWER STRUCTURES, AND WHO KNOWLEDGEABLY AND ABLY CONDUCTS HIMSELF IN THE MANNER DICTATED BY LEGISLATURES AND COURTS. IT IS BELIEVED THAT SUCH A KNOWLEDGE OF HUMAN BEHAVIOR, SOCIAL PROBLEMS AND THE DEMOCRATIC PROCESS CAN ONLY BE PROVIDED THROUGH HIGHER EDUCATION.
