DISCUSSES THE DIFFICULTIES EXPERIENCED BY POLICE ADMINISTRATORS IN PLANNING THEIR DEPARTMENT'S DEPLOYMENT ACTIVITIES DUE TO THE PROBLEMS IN ACCURATELY MEASURING CRIME RATE AND CRIME PREVENTION.
Abstract
IT IS IMPOSSIBLE TO KNOW THE ACTUAL OCCURRENCE OF CRIME BECAUSE OF THE UNRELIABILITY OF CRIME REPORTING. AS A RESULT, FEW POLICE ADMINISTRATORS SHOW MUCH INTEREST IN PLANNING THE DEPLOYMENT OF THEIR MANPOWER AND EQUIPMENT. EVEN IF AN ADMINISTRATOR HAD A DECISION RULE, HE WOULD RARELY HAVE THE FUNDS, THE INFORMATION, THE EXTRA MANPOWER OR THE PROFESSIONALLY COMPETENT ASSISTANTS TO MAKE THE SYSTEMATIC APPLICATION POSSIBLE.
