THIS ARTICLE EXAMINES THE OVERALL PREDICTIONS OF A GENERAL ELECTRIC RESEARCH TEAM OF SOCIAL SCIENTISTS CONCERNING THE STRUCTURE OF ORGANIZATIONS IN THE FUTURE, AND APPLIES THESE TO TRENDS IN POLICE ORGANIZATION.
Abstract
THE PREDICTIONS OF THE RESEARCH TEAM WERE BASED ON APPROXIMATELY 100 INTERVIEWS CONDUCTED WITH SOCIAL SCIENTISTS AND EDUCATORS. USING THE POSTULATES DEVELOPED BY THAT TEAM, THE AUTHOR PREDICTS THE FOLLOWING TRENDS FOR POLICE ORGANIZATION BY THE YEAR 1980: A MOVE TO INCREASED STATE AND LOCAL CONTROL OF POLICE; A GROWING CONCERN FOR THE RIGHTS OF THE INDIVIDUAL; AN INCREASED EMPHASIS ON INDIVIDUAL THINKING WHICH WILL MANIFEST ITSELF THROUGH LATERAL ENTRY, INTERAGENCY TRANSFER, AND ADVANCED EDUCATION; A MOVE TO PARTICIPATORY MANAGEMENT STYLES; GREATER EMPHASIS ON INDIVIDUAL SITUATIONAL DECISION-MAKING; AND INCREASING EMPHASIS ON THE GOALS OF JUSTICE AND SOCIAL ADVANCEMENT. THE CURRENT TRENDS WHICH HAVE LED TO EACH OF THESE PREDICTIONS ARE DISCUSSED.
