IMPEDIMENTS TO CORRECTIONAL REFORM, INCLUDING THE DISPUTE OVER CORRECTION PRIORITIES, NECESSITATE A NEW APPROACH TO CLARIFY THE SYSTEM'S GOALS, PROGRAMS, AND EVALUATION.
Abstract
PROFESSIONAL BIAS FORCES INDIVIDUALS IN THE FIELD OF CORRECTIONS INTO TWO FACTIONS- THOSE ADVOCATING THE NEED FOR TREATMENT, AND THOSE STRESSING THE EXIGENCIES OF CUSTODY AND SECURITY. DUE TO THIS CONSTRAINT, ADDITIONAL IMPEDIMENTS OF BUREAUCRATIC INERTIA AND PUBLIC FEAR, AND THE 'PERVERSE' NATURE OF CORRECTIONAL REFORM, - THE POTENTIAL FOR ARBITRARY AND CAPRICIOUS ADMINISTRATIVE TREATMENT UNDER AN INDETERMINATE SENTENCE - THE AUTHOR URGES THE APPLICATION OF A NEW FRAME OF REFERENCE. NEW MODES OF ANALYSIS, DISCUSSION, AND DEBATE ARE BRIEFLY OUTLINED.
