Security planning is an essential component of prepareness for dealing with unexpected events such as acts of nature, civil unrest, and sabotage.
Abstract
Security planners should initiate or at least become intimately involved in emergency planning for their facilities. Such planning is essential to avoid fragmented responses to accidents that can disrupt emergency planning and preparedness, disaster planning, contingency planning, and crisis management. Goals of emergency planning should be to prevent loss of life, protect property, and minimize interruptions when a major incident occurs. One basic plan can be adapted to accommodate many emergencies by incorporating separate appendixes to address each potential emergency. Well-defined command and control procedures constitute a vital link in any emergency response plan, and each potential emergency requires different planning expertise. In addition, emergency planners need to consider the threat of a lawsuit with severe punitive damages as part of the planning process and to set realistic goals and priorities.
