SUGGESTIONS TO NONPROFESSIONAL CRIMINAL JUSTICE PLANNING FACILITIES TO FOLLOW DURING A CIVIL DISTURBANCE.
Abstract
PRE-RIOT PLANNING IS CONSIDERED AN ABSOLUTE NECESSITY. THE MAJOR PROBLEM FOR THE DETENTION CENTER IS PROCESSING AND MAINTAINING THREE TO FOUR TIMES AS MANY YOUTHS AS USUAL WITH A SHORTAGE OF PERSONNEL. THE AUTHOR SUGGESTS MINIMUM ADMITTANCE PROCEDURES FOR THE DETENTION CENTER AND MINIMUM JUDICIAL PROCESSES FOR THE COURT. HIS RECOMMENDATIONS DEAL WITH EFFICIENCY IN HANDLING TRANSPORTATION, DEMANDS FOR SPACE, INTERNAL SECURITY, BEDDING AND SANITATION, MEDICAL PROBLEMS, FOOD, AND RECREATION. HE SUGGESTS FURTHER THAT THE ONLY JUDICIAL WORK CONDUCTED DURING THE RIOT BE PRELIMINARY HEARINGS.
