Abstract
THE NEED FOR POLICE PLANNING IS ATTRIBUTED TO OFFSETTING UNCERTAINTY IN CHANGE, FOCUSING ATTENTION ON OBJECTIVES, ACHIEVING ECONOMICAL OPERATION, AND FACILITATING CONTROL. FREQUENTLY HEARD OBJECTIONS TO PLANNING AND GOALS OF THE PLANNING MISSION ARE ASSESSED. PLANNING AREAS ARE IDENTIFIED IN POLICE MANAGEMENT, OPERATIONS, AND PROCEDURES.
