THE NECESSITY FOR CLEARLY DEFINED ORGANIZATIONAL OBJECTIVES, THE RELATING OF PROGRAMS TO OBJECTIVES, AND PROBLEMS IN ANALYSIS OF THE EFFECTIVENESS OF ALTERNATIVE PROGRAMS
Abstract
IT IS PRESENTLY NOT POSSIBLE TO IMPLEMENT A GENUINE PLANNING, PROGRAMMING, BUDGETING SYSTEM (PPBS) IN LAW ENFORCEMENT AGENCIES BECAUSE DATA ARE LACKING WHICH ARE NEEDED TO ANALYZE THE COST EFFECTIVENESS OF PROGRAM ALTERNATIVES. THE INFORMATION NEEDED FOR SUCH ANALYSES WILL REQUIRE YEARS OF RESEARCH TO OBTAIN. MEANWHILE, HOWEVER, IT IS POSSIBLE AND BENEFICIAL TO IMPLEMENT PROGRAMMATIC BUDGETING (AS OPPOSED TO PROGRAM BUDGETING), IN WHICH SYSTEMS ANALYSIS TECHNIQUES ARE USED IN A LIMITED WAY.
