This paper reviews socioeconomic conditions and national policy on crime prevention and control in Thailand, presents planning activities, and discusses some problems encountered in formulating a national development plan attentive to crime control concerns.
Abstract
The crime problem in Thailand is relatively acute in volume and seriousness, largely due to recent rapid economic and social change. The Ministry of Interior is the key ministry in charge of crime prevention in Thailand. The National Economic and Social Development Board, which is responsible for development planning at the national level, has begun to take more interest in integrating crime control policy with overall national development. Crime control planning was included for the first time in the Fourth Plan (1977-81). The fifth 5-year plan is currently being prepared, and crime prevention planning is receiving even more attention from economic and social development planners than in the previous plans. A subcommittee and working group composed of experts and specialists from various government agencies as well as from private sectors have been appointed to study crime problems and develop proposals for the national plan. Still, the planning method needs to (1) improve the linkage between crime prevention planning and budgeting either by reducing the target or increasing the budget, (2) enhance crime prevention planning capabilities of officials concerned, (3) coordinate and improve the criminal justice information system and make maximum use of collected data, and (4) encourage the participation of operating agencies and the public in crime prevention planning.
