A MORE SYSTEM-ORIENTED APPROACH, I.E., ONE THAT RECOGNIZES COMMON GOALS, FUNCTIONAL OBJECTIVES, PRIORITIES FOR ACTION, AND TACTICS FOR ACTION, IS ESSENTIAL. A MODEL COORDINATED PROCESS IS DESCRIBED FOR MONTEREY COUNTY (CA).
