This is the first formal report by the Ohio Criminal Sentencing Commission, a 17-member body chaired by the Chief Justice of the Ohio Supreme Court.
Abstract
The commission puts forth a plan intended to relieve Ohio's overburdened prison system without compromising public safety. With a goal of fairness and simplicity, the commission recommends reducing prison population growth by 10 percent, which could save $40 million per year in prison operating costs alone, and expanding financial sanctions to raise more revenue. Chapters of the recommendations section deal specifically with, among other issues, prison sentences, felonies, drug offenses, and victims' rights. Charts illustrate the commission's projections of prison population growth if its recommendations are adopted compared with if the State does nothing. The report includes notes on disparity, savings and costs, and drafts of the commission's proposed changes. Charts and graphs
