Abstract
THE PLAN RECOMMENDS THE PHASE-OUT OF THE OUTMODED WORK EXPERIENCES AND ESTABLISHES LONG-TERM SKILL TRAINING COURSES FOR INMATES WITH SENTENCES OF SIX MONTHS AND LONGER AND UTILIZES THE PRESENT INMATE WORK STATIONS AT THE HOUSE OF CORRECTION AS TRAINING CENTERS FOR INMATES WITH SENTENCES OF 60 DAYS AND LESS, WITH EMPHASIS ON THOSE WITH SENTENCES OF 30 DAYS AND LESS. THE RATIONALE SUPPORTING THESE RECOMMENDATIONS WERE: COST EFFECTIVENESS, THE MANPOWER REQUIREMENTS TO SUPPORT THE INSTITUTION, THE RAPID TURNOVER OF 50 PERCENT OF THE POPULATION MONTHLY, THE SUITABILITY OF THE INMATE WORK STATIONS AS TRAINING SITES, THE UTILIZATION OF THE EXPERIENCED AND SKILLED HOUSE OF CORRECTION STAFF MEMBERS, AND THE SEPARATION OF THE INMATE POPULATION INTO HOUSE AND DORMITORY RESIDENTS.
