Abstract
IMPRISONMENT IS NEITHER A DETERRENT TO CRIME NOR AN EFFECTIVE MEANS OF REHABILITATING OFFENDERS ACCORDING TO THE AUTHOR. COMMUNITY INVOLVEMENT IS STRESSED AS THE KEY TO REHABILITATING OFFENDERS AND REDUCING THE RATE OF RECIDIVISM. PROGRAMS OF IMPROVED PROBATION CAPABILITIES SUCH AS THE CALIFORNIA PROBATION SUBSIDY PROGRAM AND COMMUNITY SERVICE PROJECTS LIKE THE NEW CAREERS DEVELOPMENT PROJECT IN BRITAIN ARE EXAMINED. PROPER USE AND EVALUATION OF VOLUNTEER AND GOVERNMENT SERVICES TO SUPPORT PROJECTS ARE DISCUSSED.
