THIS MANUAL DESCRIBES BASIC POLICY FOR THE OPERATION OF THE PIMA COUNTY, ARIZ., JUVENILE DETENTION HOME AND SETS FORTH PROCEDURES TO BE FOLLOWED FROM ADMISSIONS THROUGH RELEASE.
Abstract
THE PURPOSE OF THE MANUAL IS TO AVOID ABUSES OFTEN ASSOCIATED WITH JUVENILE DETENTION FACILITIES. THE POLICIES EMPHASIZE RESPECT FOR THE CHILD WHILE MAINTAINING DISCIPLINE. THE PROCEDURES SECTIONS COVER ADMISSIONS (ADMITTING FORMS, FRISK SEARCHES FOR MALES AND FEMALES, PERSONAL PROPERTY INVENTORY, SHOWER AND STRIP SEARCH, ORIENTATION, AND RECORD ADMISSION); RELEASE PROCEDURES; SUPERVISION; SECURITY PROCEDURES (CONTROLLING A VIOLENT CHILD, ASSAULT AND ESCAPE PREVENTION, RIOTS, DISCIPLINE, AND ISOLATION); REPORTING REQUIREMENTS; CHILD AND STAFF RELATIONSHIPS; PHYSICAL HYGIENE; AND NUTRITION. A SPECIAL SECTION DESCRIBES SPECIAL SECURITY MEASURES TO BE TAKEN AGAINST FIREARMS AND WEAPONS AND PRECAUTIONS WHICH ARE NEEDED IN VULNERABLE AREAS OF THE FACILITY. ANOTHER SECTION DISCUSSES THE IMPORTANCE OF GOOD PROGRAM DEVELOPMENT AND OFFERS SUGGESTIONS FOR CONSTRUCTIVE ACTIVITIES. SECTIONS ALSO COVER VISITING, USE OF THE TELEPHONE, CORRESPONDENCE, MEDICAL CARE (INCLUDING BOTH FIRST AID AND HOSPITALIZATION), AND THE EDUCATIONAL PROGRAM. A FINAL SECTION URGES CREATIVE USE OF VOLUNTEERS IN THE DETENTION PROGRAM. REFERENCES ARE APPENDED. (GLR)
