STUDY OF PRETRIAL RELEASE PROGRAM OUTLINING THE PROJECT BACKGROUND, ITS PROCEDURES, AND ITS RELATIONSHIP TO OTHER COMPONENTS OF THE NEW HAVEN CRIMINAL JUSTICE SYSTEM.
Abstract
FOLLOWING THE INTRODUCTION WHICH CONTAINS A CASE STUDY OF A PARTICIPANT IN THE NEW HAVEN, CONNECTICUT REDIRECTION CENTER, THE AUTHORS ANALYZE THE CONCEPT OF REDIRECTION AND THE ISSUES INVOLVED. TOPICS COVERED UNDER THE OPERATION OF THE CENTER INCLUDE SYSTEM COMPARISONS WITH OTHER CITIES, INITIAL PROCEDURES AND PROBLEMS, AND PROJECT REORIENTATION. THESE QUESTIONS DEAL SPECIFICALLY WITH PROJECT ADMINISTRATION AND DECISION-MAKING, PROBLEMS SUCH AS DELAY AND DIFFUSION OF STAFF SPECIALISTS, AND EMPHASIS ON RELEASE, SUPERVISED RELEASE, AND STAFF REORGANIZATION. ATTENTION IS ALSO DEVOTED TO LEADERSHIP, MEDICAL SERVICES, AND RELATIONS WITH THE CUSTODIAL STAFF. COMMENTS ARE MADE ON THE PROJECT'S RELATIONS WITH OTHER CRIMINAL JUSTICE AGENCIES, SUCH AS BAIL COMMISSIONERS, BONDSMEN, DRUG PROGRAMS, CLERKS, PROSECUTORS, AND JUDGES. THE APPENDICES CONTAIN DATA ON THE NEW HAVEN JAIL POPULATION, A DETAINEE QUESTIONNAIRE, SUGGESTED BAIL COMMISSION PROCEDURES, STATUTES RELATING TO ERASURE OF ARREST AND COURT RECORDS, AND A SUPERVISED RELEASE INTERVIEW FORM.
