AN ASSESSMENT OF IMPROVEMENTS AND PROGRAM COORDINATION SINCE THE LAST EVALUATION OF THIS PROJECT WHICH PROVIDES EDUCATIONAL AND CULTURAL ACTIVITIES, SPORTS ACTIVITIES, A GANG COUNCIL, AND SOCIAL SERVICE REFERRALS.
Abstract
STAFF INTERVIEWS, PROGRAM OBSERVATIONS AND A REVIEW OF PROGRAM RECORDS WERE THE MAIN SOURCES OF EVALUATION DATA. IT IS STATED THAT THIS EVALUATION TOOK PLACE UNDER SOME SEVERE CONSTRAINTS, PARTICULARLY TIME CONSTRAINTS. THE PROJECT WAS REFUNDED FOR SIX MONTHS ON JULY 1, 1974, WITH A 24 PERCENT BUDGET REDUCTION. PROJECT RESULTS ARE DESCRIBED FOR EACH OF THE COMPONENTS. THE EVALUATORS OBSERVED THAT ADMINISTRATIVE EFFECTIVENESS HAD INCREASED. IMPROVED RECORD-KEEPING, A HIGH VOLUME OF RECREATIONAL AND SPORTS ACTIVITY, A LOW LEVEL OF INCIDENTS, AND GOOD COORDINATION OF PROGRAM ACTIVITIES WITH OTHER AGENCIES WERE ALSO FOUND. PROGRAM STATISTICS ARE PROVIDED. IT IS STATED THAT THE PHILADELPHIA REGIONAL PLANNING COUNCIL HAD DECIDED TO DISCONTINUE FUNDS AS OF DECEMBER 31, 1974.
