PROGRAM ACTIVITIES AND RESULTS, WORK RELEASE PROGRAM CLIENT PERFORMANCE, AND THE EVALUATION ACTIVITIES ARE REVIEWED.
Abstract
TWO EVALUATION PRIORITIES ARE IDENTIFIED: FIRST, TO DETERMINE THE IMPACT OF INMATE REHABILITATION ON RETURN TO CRIME; AND SECOND, TO DETERMINE THE FUTURE OF INMATE REHABILITATION PROGRAMMING FOR THE PHILADELPHIA PRISON SYSTEMS. THE COMPONENTS OF THE PROGRAM DISCUSSED INCLUDE WORK RELEASE, VOLUNTEER SERVICES, CLOSED CIRCUIT TELEVISION, COMMUNITY COLLEGES, LIBRARIES, ART PROJECTS, THEATRE WORKSHOPS, AND MUSIC PROJECTS. FINDINGS INDICATE THAT THE WORK RELEASE PROGRAM HAS BEEN HIGHLY SUCCESSFUL IN REDUCING RECIDIVISM AND IS ALSO COST EFFECTIVE. IN THE AREA OF EVALUATION ACTIVITIES, THE OVERALL PROCEDURES, EVALUATION PLAN, INTERIM EVALUATION REPORT, AND REFUNDING EVALUATION REPORT ARE SUMMARIZED. SUPPORTING TABLES ARE INCLUDED.
