THE PRIMARY GOAL OF THIS PROGRAM IS TO IMPACT ON THE PREVENTION OF CRIME AND APPREHENSION OF CRIMINALS THROUGH THE DEVELOPMENT OF A CRIME SPECIFIC PLAN.
Abstract
'CRIME SPECIFIC PLANNING' AS DEFINED BY THE MAYOR'S CRIMINAL JUSTICE IMPROVEMENT TEAM (MCJIT) ATTEMPTS TO ACHIEVE A CONSOLIDATED CRIME REDUCTION EFFORT IN A SPECIFIED GEOGRAPHIC AREA. THIS REPORT PROVIDES AN ANALYSIS OF ALL DATA COLLECTED DURING A FOUR-MONTH EVALUATION PROCESS. THE FOUR MAJOR AREAS CONCENTRATED UPON WERE: 1) THE NEED FOR MCJIT PRESENTLY AND IN THE FUTURE, 2) THE INTERNAL OPERATIONS OF MCJIT, 3) THE OUTPUTS OF MCJIT AND 4) THE IMPACTS OF MCJIT ON THE PHILADELPHIA CRIMINAL JUSTICE SYSTEM. EVALUATORS CONCLUDED THAT MCJIT WAS A NECESSARY AND IMPORTANT PART OF THE CRIMINAL JUSTICE SYSTEM IN PHILADELPHIA. THE OUTPUT ANALYSIS WAS ALSO GENERALLY FAVORABLE. HOWEVER, THE INTERNAL OPERATIONS ANALYSIS INDICATED THAT THE ORGANIZATION WAS HAMPERED BY A WEAK ORGANIZATIONAL STRUCTURE AND A RADICAL PERSONNEL TURNOVER. IT WAS RECOMMENDED THAT MCJIT'S ROLE IN THE FUTURE BE THAT OF A STAFF FUNCTION PROVIDING ON-LINE ASSISTANCE TO CITY AGENCIES IN CRIMINAL JUSTICE PLANNING AND PROJECT IMPLEMENTATION. THE APPENDIX CONTAINS A LIST OF PROGRAMS AND PROJECTS FOR WHICH MCJIT WROTE AND/OR ASSISTED IN THE DEVELOPMENT OF GRANT APPLICATIONS FOR FUNDING. (AUTHOR ABSTRACT MODIFIED)
