THIS DOCUMENT OUTLINES THE FORMAL PROJECT PLANNING METHODOLOGY TO BE USED FOR ALL PHILADELPHIA JUSTICE INFORMATION SYSTEM SUBPROJECTS.
Abstract
THIS HANDBOOK WAS DESIGNED TO BE USED BY THE PHILADELPHIA JUSTICE INFORMATION SYSTEM DEVELOPMENT STAFF AS A GUIDE IN PRODUCING UNIFORM WRITTEN PROCEDURES WHICH RESULT IN WELL DOCUMENTED OUTPUT FOR EACH SUBPROJECT. THE METHODOLOGY PROVIDES FOR EACH SUBPROJECT TO HAVE DEFINITIVE START AND END POINTS, WELL DEFINED SCOPE, A WELL DEFINED END PRODUCT, AND PERFORMANCE CRITERIA. THE METHODOLOGY DESCRIBED IS A PHASED PROCESS, WITH EACH PHASE BEING A SEPARATE ENTITY WITHIN THE PROJECT LIFE CYCLE. AT THE CONCLUSION OF EACH PHASE, A WRITTEN REPORT IS REQUIRED. THE FORMAL PROJECT PLANNING IS A PROCESS REQUIRING CONTINOUS MONITORING AND EVALUATION. EACH SUBPROJECT IS TO BE EVALUATED UPON COMPLETION, WITH THE FORMAL PHASE PLAN BEING EVALUATED AGAINST THE ACTUAL PHASE PROGRESS....RCB
