THE PHILADELPHIA FAMILY COURT RESEARCH AND PLANNING UNIT PROVIDES DEVELOPMENTAL AND ANALYSIS AID TO COURT EXECUTIVES AND PROVIDES THE COURT WITH RESEARCH AND PLANNING FOR BOTH SHORT AND LONG TERM GOALS.
Abstract
THE EVALUATORS FOUND THAT THE COURT R AND P UNIT HAS BEEN CONCENTRATING ON TASKS OF A DEVELOPMENTAL AND ANALYTICAL NATURE, THUS PERFORMING THE FUNCTION OF DOCUMENTING PRESENT PROCEDURES AND IMPROVING GROSS INEFFICIENCIES IN OPERATION SO THAT COURT OPERATIONS CAN BE STABLIZED AND CONTINUED PRIOR TO THE INITIATION OF FUNDAMENTAL CHANGES, SHOULD ANY BE DESIRED. THE EVALUATORS REVIEWED ALL PROJECT DOCUMENTS AND PLANNED TO INTERVIEW ALL COURT MANAGERS AND OUTSIDE AGENCY PERSONNEL WHO HAVE BEEN WORKING WITH THE UNIT. ALTHOUGH SHOWN TO EXHIBIT A SIGNIFICANT IMPACT ON COURT OPERATIONS, THE EVALUATORS FOUND THAT THE UNIT'S MORALE WAS DECLINING DUE TO A LACK OF ROLE DEFINITION. SEE ALSO NCJ-26171 AND 26172.
