REASONS FOR NOT CONDUCTING A PHASE II EVALUATION OF COEDUCATIONAL CORRECTIONS ARE CITED, AND RELATED RESEARCH ISSUES ARE DISCUSSED.
Abstract
A REVIEW OF PHASE II DESIGNS FROM COMPLETED NATIONAL EVALUATION PROGRAMS AND OF LEAA'S RECORD OF FUNDING PHASE II STUDIES INDICATES THAT A MAJOR PHASE II INVESTIGATION IN THE AREA OF COEDUCATIONAL CORRECTIONS MAY BE UNWARRANTED. HOWEVER, THE VERY DEARTH OF FORMAL EVALUATION IN THE AREA OF COEDUCATIONAL CORRECTIONS MAY BE ONE REASON FOR IMPLEMENTING FURTHER EVALUATION AT EITHER THE FEDERAL OR STATE LEVEL THROUGH ANOTHER FUNDING MECHANISM. ALTHOUGH A FULL-SCALE PHASE II EVALUATION IS NOT RECOMMENDED, IT IS RECOMMENDED THAT SINGLE-INSTITUTION EVALUATIONS BE UNIFORMLY AND REGULARLY CONDUCTED IN CONFORMANCE WITH STANDARDS OUTLINED IN THE PHASE I ASSESSMENT, AND THAT CERTAIN RESEARCH ISSUES BE ARTICULATED. TOWARD THIS END, THE FOLLOWING ISSUES ARE DISCUSSED: IMPROVEMENTS IN THE DATA BASE AND IN DATA COLLECTION PROCEDURES; THE COSTS OF CO-CORRECTIONS; THE EFFECTS OF CO-CORRECTIONS ON THE INSTITUTIONAL PROGRAM; THE IMPACT OF CO-CORRECTIONS ON POSTRELEASE BEHAVIOR; AND DEVELOPMENT OF A MODEL INSTITUTION. EACH ISSUE IS CONSIDERED IN TERMS OF THE IMPORTANCE OF OBTAINING MORE CONCLUSIVE EVALUATIVE DATA, METHODS FOR DOING SO, COSTS, AND FEASIBILITY. SEVERAL WAYS OF REDEFINING CO-CORRECTIONS WITHIN A BROADER SYSTEMIC AND EVALUATIVE CONTEXT ARE SUGGESTED. (LKM)
