THE FOURTH PRODUCT OF THE NATIONAL EVALUATION PROGRAM PHASE I ASSESSMENT OF COEDUCATIONAL CORRECTIONAL INSTITUTIONS IS AIMED AT IDENTIFYING GAPS IN INFORMATION ABOUT THE OUTCOMES AND IMPACT OF CO-CORRECTIONS.
Abstract
AN EARLIER PHASE I PRODUCT PRESENTED A SYNTHESIZED MEASUREMENT MODEL TO SERVE AS A FRAMEWORK FOR EVALUATING COEDUCATIONAL CORRECTIONS. THIS REPORT ATTEMPTS TO DETERMINE FROM EXISTING DATA WHICH MEASUREMENTS HAVE ALREADY BEEN MADE AND USED FOR EVALUATIVE PURPOSES; WHAT IS KNOWN ABOUT OUTCOME AND IMPACT EXPECTATIONS IN TERMS OF THESE MEASUREMENTS; AND WHAT LEVEL OF CONFIDENCE CAN BE ATTRIBUTED TO EXISTING DATA IN TERMS OF ACCURACY AND RELIABILITY. THE EMERGENCE OF CO-CORRECTIONS IS TRACED, AND THE CHARACTERISTICS OF 10 COEDUCATIONAL INSTITUTIONS ARE DESCRIBED. CHANGES IN THESE CHARACTERISTICS ARE ASSESSED, AND ESTIMATES OF THE FUTURE GROWTH RATE OF THE CO-CORRECTIONS CONCEPT ARE DEVELOPED. NATIONAL POLICY PRONOUNCEMENTS PERTAINING TO CO-CORRECTIONS ARE COMPARED WITH ACTUAL OPERATIONS IN COEDUCATIONAL INSTITUTIONS. MAJOR RESEARCH PROBLEMS IN EVALUATING CO-CORRECTIONS ARE IDENTIFIED, AND CO-CORRECTIONAL RESEARCH DESIGNS ARE REVIEWED. EXISTING KNOWLEDGE ABOUT OUTCOMES AND IMPACT IS ORGANIZED WITHIN THE FRAMEWORK OF THE SYNTHESIZED MEASUREMENT MODEL, AND CONTINUING RESEARCH IS DISCUSSED. THE ATTAINABILITY OF PRIMARY AND SECONDARY DATA FOR EACH MEASUREMENT POINT IN THE MODEL IS ASSESSED. POTENTIAL APPROACHES TO FILLING GAPS IN KNOWLEDGE ARE CONSIDERED.
