Abstract
THE VARIOUS STANDARDS UTILIZED IN REVIEWING IN FORMA PAUPERIS APPLICATIONS AND THE VARIOUS JUDICIALLY DEVELOPED PROCEDURES FOR UNDERTAKING THIS REVIEW ARE ANALYZED. IT IS CONCLUDED THAT A STANDARD OF REVIEW BASED ON A 'REASONABLE CHANCE OF SUCCESS' APPLIED AT THE OUTSET OF THE PROCEEDING BEST SERVES THE STATUTE'S PURPOSE.
