Nineteen papers discuss the nature, prevention, and treatment of child abuse and neglect, with six papers describing specific programs.
Abstract
The opening paper presents the Federal role in helping States and localities address child abuse and neglect, followed by a paper that reviews current knowledge about child abuse and neglect. Two other general papers discuss the types of programs that are effective in preventing child abuse and neglect as well as the importance and nature of community involvement in the prevention of the problem. Papers dealing with specific issues focus on child neglect, the incidence of child sexual abuse, community responses to incest, the emotional abuse of children, developmentally disabled abused and neglected children, and the military's response to child abuse and neglect. Other papers review the history of child protection laws since the 1960's and the activities of the National Center on Child Abuse and Neglect. Program activities described include work with neglecting families, early intervention for high-risk parents and children, an interagency approach to adolescent abuse, the use of volunteer guardians ad litem in child abuse and neglect hearings, and child abuse prevention efforts that target pregnant women and new parents. Reporting rights and responsibilities are outlined, and resources are listed.
