This paper discusses the potential effects of enacting tougher sanctions against drug offenses; the most severe proposals would authorize life imprisonment for almost every addict.
Abstract
The specific questions examined here include whether strong criminal sanctions would reduce crime and reduce drug use, whether such sanctions would do active harm, and whether they are necessary. The research summarized here casts doubt on the assumption that tougher law enforcement will reduce drug abuse; instead, potential adverse consequences of such legislation could be an increase in the use of alcohol and barbiturates, and the introduction of new and more potent psychoactive substances. The report concludes that there are signs that current approaches are promoting some positive changes in terms of certain types of addiction and the rate of drug-related crime. Instead of abandoning these efforts, more resources should be directed toward evaluating existing programs and reallocating funds. 42 notes and 1 appendix
