OVERVIEW OF THE BASIC METHODS USED BY POLICE SUPERVISORS TO RATE INDIVIDUAL OFFICERS AND THE RESULTS OF SURVEYS OF THE METHODS USED BY AGENCIES IN 1952, 1958, 1965, AND 1969.
Abstract
MOST OF THE EVALUATION TECHNIQUES USED BY LAW ENFORCEMENT AGENCIES WERE DEVELOPED BY PRIVATE INDUSTRY AND ADOPTED AFTER WORLD WAR II. THE SURVEYS SHOWED THAT THE GRAPHIC RATING SCALE TECHNIQUE HAS BEEN USED CONSISTENTLY FOR TWENTY YEARS. POLICE AGENCIES TEND TO EVALUATE EMPLOYEES PRIMARILY ON THE BASIS OF PERSONALITY AND BEHAVIORAL RATING SCALES. THE STUDY RECOMMENDS INTRODUCING EVALUATIONS BY MORE THAN ONE SUPERVISOR AND PLACING GREATER EMPHASIS ON EMPLOYEE PARTICIPATION IN A SCHEDULED RATING PROCESS. (AUTHOR ABSTRACT MODIFIED)
