A SUMMARY OF THE ASSESSMENT OF THIS PROGRAM WHICH PROVIDES STAFF TRAINING IN SUCH AREAS AS HEARING PROCEDURES, SOCIAL REHABILITATION SERVICES, DRUG EDUCATION, SOCIAL AWARENESS, AND LABOR RELATIONS.
Abstract
THE DEVELOPMENT OF THE PROGRAM AND PROBLEMS WHICH RESULTED FROM CUTS IN STATE FUNDING ARE DISCUSSED. TRAINING PRIORITIES OF THE PROGRAM WERE FINALLY SET TO DIRECT 25 PERCENT OF RESOURCES TO NEW STAFF, 50 PERCENT TO MANAGEMENT, 20 PERCENT TO SPECIALIZED AREAS, AND 5 PERCENT TO GRADUATE TRAINING. SEVERAL PROGRAMS WERE PROVIDED THROUGH CONTRACT WITH UNIVERSITIES AND PRIVATE AGENCIES, THROUGH IN-HOUSE STAFF, AND THROUGH OTHER STATE DEPARTMENTS. EVALUATION ACTIVITIES CONSISTED OF ON-SITE VISITS, A DETERMINATION OF TRAINING GOALS, REVIEW OF PROJECT RECORDS, INTERVIEWS WITH PERSONNEL, AND QUESTIONNAIRES GIVEN TO TRAINEES. DURING THE 8 MONTHS OF THIS PROJECT YEAR THE PROGRAM ENTAILED 21 DIFFERENT CLASSES TOTALING 436 HOURS OF TRAINING. THERE WERE 777 PARTICIPANTS FROM VARYING STAFF LEVELS. THE SURVEYS OF TRAINEE PARTICIPANTS INDICATED FAVORABLE REACTION TO THE TRAINING CLASSES. PROBLEMS AREAS IDENTIFIED BY THOSE INTERVIEWED INCLUDED LARGE CASE LOADS, EXCESSIVE PAPERWORK, AND A NEED FOR TRAINING GEARED TO DEVELOPING SKILLS. A PRESSING NEED FOR CLARIFICATION AND IMPLEMENTATION OF GOALS AND OBJECTIVES IN RELATION TO OVERALL TRAINING NEEDS WAS IDENTIFIED BY THE EVALUATORS.
