Abstract
THE RESEARCH-BY-MAIL QUESTIONNAIRE IS FOUND TO BE AN EFFECTIVE WAY TO COLLECT EXPLORATORY DATA WHICH CAN PROVIDE INSIGHTS FOR MORE PENETRATING RESEARCH. THIS MONOGRAPH CONTAINS A DISCUSSION OF LOCAL LAW ENFORCEMENT STRUCTURES AND PROCESSES, RESEARCH SUGGESTIONS AND QUESTIONNAIRE DESIGN, AND SUGGESTIONS FOR FUTURE RESEARCH. THE APPENDIX CONTAINS A BIBLIOGRAPHY OF SELECTED LAW ENFORCEMENT STUDIES, SEVEN QUESTIONNAIRES USED IN PREVIOUS STUDIES, AND A COPY OF THE MICHIGAN LAW ENFORCEMENT INVENTORY QUESTIONNAIRE.
