Abstract
THE FIRST SECTION IS CONCERNED WITH SETTING UP JURISDICTIONAL DIVISIONS AND DATA COLLECTION PRELIMINARY TO THE STUDY. ONCE THE DATA HAVE BEEN GATHERED AND ANALYZED, THIS MODEL GENERATES MANPOWER REQUIREMENTS, MANPOWER DEPLOYMENT SCHEMES, OPTIMUM SHIFT HOUR SELECTION, AND BEAT CONFIGURATIONS. APPENDED MATERIALS COVER THE PROCEDURE FOR DIVISION OF A JURISDICTION AND THE PROCEDURE FOR MANUAL PROCESSING OF PATROL WORKLOAD DATA, AS WELL AS SUGGESTED COMPUTER PRINTOUT FORMATS.
