THIS PASS (PROGRAM ANALYSIS OF SERVICE SYSTEMS) FIELD MANUAL IS TO BE USED IN CONJUNCTION WITH THE PASS HANDBOOK FOR RATING COMMUNITY-BASED SERVICES.
Abstract
GUIDELINES ASSIST RATERS IN JUDGING COMMUNITY SERVICES, WITH INTRODUCTORY AND EXPLANATORY TEXTS FOR EACH RATING ASPECT AND SPECIFIC INSTRUCTIONS, OFTEN WITH EXAMPLES, FOR ASSIGNING A PROJECT TO ONE OF THE THREE TO SIX LEVELS OF A RATING. RATINGS DERIVED FROM IDEOLOGICAL CONSIDERATIONS ACCOUNT FOR THE MAJOR PORTION OF A PROJECT'S ULTIMATE SCORE. IDEOLOGICAL CONSIDERATIONS INCLUDE THOSE THAT ARE NORMALIZATION RELATED (I.E., INTEGRATION--PHYSICAL AND SOCIAL) AND THOSE THAT DEAL WITH APPROPRIATE INTERPRETATIONS AND STRUCTURES (I.E., AGE-APPROPRIATE, SUCH AS PERSONAL APPEARANCE, SEXUAL BEHAVIOR, ENVIRONMENTAL DESIGN; AND CULTURE-APPROPRIATE, SUCH AS LABELS AND FORMS OF ADDRESS AND INTERNAL DESIGN). ALSO CONSIDERED IDEOLOGICAL ARE MATTERS REGARDING MODEL COHERENCY; THE ADMINISTRATION'S COMPREHENSIVENESS, INNOVATIVENESS, UTILIZATION OF PUBLIC RESOURCES, ETC.; HUMAN SCIENCE ORIENTATION; AND REGIONAL PRIORITIES. RATINGS FOR ADMINISTRATIVE PROGRAM ASPECTS VITAL TO PROGRAM QUALITY, PROGRAMMATIC ACCOUNTABILITY, AND COST-EFFECTIVENESS ARE THEN CATEGORIZED INTO MANPOWER CONSIDERATIONS AND OPERATIONAL EFFECTIVENESS. A THIRD RATING AREA IS TAGGED FUNDET AND DEALS WITH PROJECT FEATURES WHICH INDEPENDENTLY BEAR UPON WHETHER OR NOT A PROJECT SHOULD BE SUPPORTED FINANCIALLY BY THE BODY UNDER WHOSE AUSPICES THE RATINGS ARE BEING CONDUCTED.
