This publication provides parents, educators, and other adults with tools and strategies for use with children who engage in bias-motivated behavior so they can better understand the causes of their behavior as well as techniques that will facilitate more positive attitudes toward those different from themselves.


This resource is a key component of Partners Against Hate, a comprehensive program of outreach, education, and training that addresses youth-initiated hate-motivated violence. The Program Activity Guide aims to increase awareness of the problem of bias crime and share information about promising education and counteraction strategies for the wide range of community-based professionals who work and interact with children of all ages. The material provides adults with the background information needed to approach these key topics with accurate information and confidence. In addition, users of the material are provided information on ways to intervene effectively when bias-motivated behaviors occur. The target audience for this guide includes parents and educators of elementary-school age children; however, much of the material will also be relevant for preschool teachers, youth service professionals, law enforcement officials, and other adults who work and interact with children. The major sections of this guide address background information, interacting with children on issues of diversity and bias, proactive tools and strategies for helping children resist prejudice and hate, guidelines for intervention and outreach, a set of frequently asked questions with answers, and a list of recommended resources grouped by subject categories.
