In her remarks at the second General Assembly during the 106th annual conference of the International Association of Chiefs of Police, Attorney General Janet Reno discusses continued commitment to the COPS program, the maintenance and forming of partnerships, improving communication and information sharing, what is needed to fight cyber crime, and gun control.
Abstract
The COPS program, under which the Federal Government offers grants to States and localities for 100,000 new community policing officers, has proven effective and should continue. More than 55,000 new officers are already on America's streets, and President Clinton has sought funding for up to an additional 50,000 officers over the next 5 years. In the area of communication and information sharing, it is important to develop a global justice information network that is secure, reliable, and that focuses on privacy issues. Another challenge confronting law enforcement is the emergence of cyber crime. Such crime requires computer investigators who understand the technology and the law applicable to the technology so they can match wits with the most sophisticated cyber criminals in America and around the world. A cost-effective strategy for fighting cyber crime requires the organization of law enforcement resources on a national and regional basis so that not every jurisdiction will have to purchase the expensive equipment required to detect and investigate cyber crime. Regarding gun control, there should be a partnership of State, local, and Federal prosecutors so there can be more effective prosecution of those who use, sell, distribute, and possess guns illegally, based on what is in the best interest of the community.
