Abstract
BY INCLUDING PATROLMEN AND FIRST-LINE SUPERVISORS, THE IMPLEMENTATION COMMITTEE MADE TWO IMPORTANT CONTRIBUTIONS TO THE OPERATION OF A POLICE DEPARTMENT. FIRST, IT PROVIDED MANAGEMENT WITH MANY ORIGINAL IDEAS, COMMENTS, SUGGESTIONS, AND INNOVATIONS FROM THE AFFECTED LINE EMPLOYEE. SECONDLY, ONCE REPRESENTATIVE PATROLMEN AND FIRST-LINE SUPERVISORS HAD AGREED ON A PARTICULAR COURSE OF ACTION, IT WAS MUCH EASIER TO SELL THE IDEA TO THE ENTIRE POLICE FORCE....ELW
