This participant’s manual presents guidelines for participation in a workshop on correctional privatization in juvenile justice.
Abstract
The workshop is presented in seven modules: Module 1, Instructor and Participant Introductions and Workshop Goals; Module 2, Survey of Private Sector Involvement in Juvenile Justice; Module 3, Research Studies on Privatization; Module 4, Sample Request for Proposal; Module 5, Sample Contract and Contract Negotiations; Module 6, Monitoring; and Module 7, Summary. Reasons for privatization include cost savings, enhanced service quality, flexibility and less red tape, increased innovation, speedy implementation, politics and follow-the-leader. Shortcomings of privatization include cumbersome contracting process, high costs, high turnover of vendors’ staff, monitoring and control problems, lack knowledge of Department of Corrections procedures, resist taking difficult juveniles, unrealistic view of population and vendors’ staff inexperience.
