THE FEDERAL REGISTER PRESENTS THE BACKGROUND, REASONS, AND CHANGES TO GUIDELINES REGARDING PAROLE MADE BY THE U.S. PAROLE COMMISSION.
Abstract
THE REVISIONS INCLUDE CHANGES IN THE OFFENSE SEVERITY TABLE, TIME RANGES, POLICY STATEMENTS, AND YOUTH GUIDELINES. THESE REFLECT A DECREASE IN THE EXPECTED TERM OF IMPRISONMENT. TO DETERMINE FAIR GUIDELINES, THE COMMISSION ASKED FOR PUBLIC COMMENT, PUBLISHED PROPOSALS SENT COPIES OF THE PROPOSALS TO 1,000 INTERESTED PERSONS, AND HELD HEARINGS. PERSONS GIVING THEIR VIEWS INCLUDE FEDERAL INMATES, DEFENSE AND PROSECUTION ATTORNEYS, REPRESENTATIVES FROM JUDICIARY AND LAW ENFORCEMENT AGENCIES, THE BUREAU OF PRISONS, PROBATION SERVICE, STATE CORRECTIONAL OFFICIALS, AND SCHOLARS. SPECIFIC CHANGES IN THE OFFENSE SEVERITY TABLE AND REASONS FOR THEM ARE LISTED. THESE INCLUDE PROPERTY OFFENSES, COUNTERFEITING, AND ALCOHOL-LAW VIOLATIONS. ADDITIONS TO THE PROPOSAL ARE FOUND IN THE LISTINGS FOR SEX ACTS, CARNAL KNOWLEDGE, AND THE SALIENT FACTOR SCORES (AGE, EMPLOYMENT, SEVERITY OF OFFENSE, LENGTH OF SENTENCE) WITH THE PAROLE PROGNOSIS CONCLUDED FROM THESE FACTORS.
