DETAILED STORY OF WILLIAM R. PHILLIPS, A SELF-CONFESSED DISHONEST POLICEMAN FOR FOURTEEN YEARS IN NEW YORK CITY.
Abstract
WILLIAM R. PHILLIPS WAS CAUGHT BY THE KNAPP COMMISSION WHILE PUTTING XAVIERA HOLLANDER (A PROSTITUTE) ON THE PAD (UNDER PROTECTION FROM ARREST). HE WAS THEN CONFRONTED WITH HIS CRIMES AND GIVEN THE OPPORTUNITY TO EXPOSE THE ILLEGAL ACTIVITIES OF HIS FELLOW POLICE OFFICERS AND THUS AVOID A JAIL TERM HIMSELF. IN THE PROCESS HE BECAME AN INVESTIGATOR FOR THE COMMISSION AND LATER A STAR WITNESS. THIS BOOK TELLS OF THE DEEP INVOLVEMENT OF NEW YORK CITY POLICEMEN - FROM ORDINARY COPS TO HIGH OFFICERS - IN NARCOTICS, BURGLARY, GAMBLING, AND MURDER. IT TELLS HOW THESE ACTIVITIES PENETRATED ALL THE WAY INTO DISTRICT ATTORNEYS' OFFICES. THE STORY REVEALS SOMETHING OF PHILLIPS' PAST, HOW AND WHY HE BEGAN TO TAKE BRIBES, AND HOW HE SPENT THE LARGE SUMS HE STOLE OR EXTORTED. (AUTHOR ABSTRACT MODIFIED)
