The content of the correctional training programs of the Pennsylvania Adult Correctional Training Institutes is specified, and training responsibilities of the correctional agencies and the institutes are delineated.
Abstract
Eight correctional agency functions are identified as necessary to the attainment of correctional goals. These functions include care and custody, coordination with other justice agencies, diagnosis and classification, knowledge of crime causation and control, correctional administration, public education and training, training and rehabilitation of offenders, and use of community resources. Major responsibilities of correctional agencies for staff development focus on making the staff knowledgeable about specific agency programs and services as well as effective training. The agency and the training institutes share responsibilities for training correctional staffs in general knowledge of the criminal justice system, the role correctional agencies play in the adiminstration of justice, basic understanding of offenders, the importance of interpersonal relationships, utilization of community agencies on behalf of clients, and participation in educating the public in criminal justice problems. Special staff development programs should include orientation training, prepromotional training, and refesher courses. Efforts should be made to include law enforcement personnel in training programs. Training methods for developing requisite skills should involve lectures, films, programmed instruction, role playing, incident process, seminars, and workshops.
