THIS TAPE CASSETTE FROM THE THIRD NATIONAL CONFERENCE ON JUVENILE JUSTICE CONSIDERS SOCIAL SERVICES IN THE JUVENILE JUSTICE SYSTEM, AS WELL AS PROBLEMS (E.G., ABUSE OF DISCRETION) AND AVOIDING INADEQUATE SOLUTIONS.
Abstract
WELL-INTENTIONED SOCIAL SERVICE GROUPS SHOULD BROADEN THE PERSPECTIVE OF THEIR CONCERN FOR JUVENILE JUSTICE. ADVANCEMENTS HAVE BEEN MADE IN SECURING THE APPLICATION OF CONSTITUTIONAL PROTECTION FOR JUVENILES IN COURT, BUT EXTENDED HELP IS REQUIRED IN PROVIDING ADEQUATE PROBATION SERVICES AND EDUCATION. THE UNCONTROLLED DISCRETION OF POLICE AND THE LACK OF STANDARDS FOR PROPER ADJUDICATION ARE CONSIDERED SIGNIFICANT PROBLEMS WITHIN THE JUVENILE JUSTICE SYSTEM. THE NECESSARY RESOURCES FOR REHABILITATION ARE NOT BEING APPLIED, EVEN WITHIN THE LIMITED SYSTEM OF MOST JURISDICTIONS. THE DESIRE FOR QUICK SOLUTIONS, SUCH AS COMMUNITY-BASED HOMES, MUST NOT NARROW THE OPTIONS OF JUVENILE JUSTICE ADMINISTRATORS; DIVERSIFIED ANSWERS ARE NEEDED. ANY PROGRAM MUST BE ACCOUNTABLE TO THE PUBLIC, AND SHOULD BE WELL COORDINATED WITH COLLATERAL PROGRAMS. (TWK)
