THIS STATISTICAL AND NARRATIVE REPORT EXAMINES LEAA'S BLOCK AND DISCRETIONARY GRANTS; ITS JUVENILE JUSTICE, INFORMATION, TECHNICAL ASSISTANCE, EDUCATIONAL AND SPECIAL TRAINING ASSISTANCE; AND ITS BUDGET HISTORY.
Abstract
BETWEEN 1971 AND 1975 CRIMINAL JUSTICE EXPENDITURES BY ALL LEVELS OF GOVERNMENT INCREASED FROM $11 BILLION TO $17 BILLION. IN 1975 FEDERAL EXPENDITURES ACCOUNTED FOR 13 PERCENT OF THIS TOTAL. LEAA EXPENDITURES WERE A SMALL PART OF THIS FEDERAL CONTRIBUTION, ACCOUNTING FOR 5.35 PERCENT OF ALL CRIMINAL JUSTICE MONIES IN 1975 OR $851,545 MILLION. THE BULK OF THIS MONEY WAS DISTRIBUTED TO STATES AS BLOCK GRANTS WITH DISCRETIONARY FUNDING THE SECOND MAJOR BUDGET ITEM. THESE PROGRAMS HAVE FUNDED THOUSANDS OF PROJECTS, MANY OF WHICH HAVE BEEN CONTINUED WITH LOCAL FUNDING SOURCES. EDUCATION DEVELOPMENT MONEY HAS GONE MAINLY TO UNIVERSITITES AND COLLEGES TO STRENGTHEN CRIMINAL JUSTICE PROGRAMS WHILE THE SPECIAL TRAINING FUNDS HAVE SUPPORTED TERRORIST PREVENTION TRAINING, COMMUNITY RELATIONS PROGRAMS, AND TECHNOLOGY TRANSFER FUNDS. OTHER RESEARCH AND SUPPORT WORK HAS BEEN CARRIED OUT WHILE THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE SUPPORTS BASIC RESEARCH. THE BUDGET SUMMARIES IN THIS OVERVIEW ARE BASED ON LEAA REPORTS AND INTERNAL WORKING DOCUMENTS. APPENDIXES GIVE LEAA'S APPROPRIATION HISTORY, A SUMMARY OF LEAA FUNDING FOR FISCAL YEARS 1969-1977, DEFINITIONS USED FOR CODING GRANTS, AND AN ANLYSIS OF PROGRAMS IN 10 CITIES AND 10 COUNTIES FOR FISCAL YEARS 1969-1977.
