Abstract
AMONG THE FACTORS CITED ARE THE INCREASED PERMISSIVENESS OF SOCIETY, LENIENT AND SLOW TREATMENT OF OFFENDERS, LACK OF PROPER GUIDANCE OF YOUTHS, LIMITATIONS ON POLICE, EXCESSIVE CONCERN WITH THE RIGHTS OF THE OFFENDER OVER THE RIGHTS OF SOCIETY, AND THE FAILURE OF THE JUVENILE JUSTICE SYSTEM TO TEACH JUVENILE OFFENDERS THAT THEY HAVE VIOLATED THE RIGHTS OF SOCIETY.
