THIS REPORT FOCUSES ON A TECHNICAL ASSISTANCE STUDY OF THE ADMINISTRATION AND STRUCTURE OF THE TEN PERSON POLICE DEPARTMENT SERVING ORONO (ME), A TOWN OF 11,000 IN A 27 SQUARE MILE AREA.
Abstract
THE STUDY WAS CONDUCTED TO PROVIDE THE TOWN'S CHIEF OF POLICE WITH AN UNBIASED APPRAISAL OF DEPARTMENTAL OPERATIONS TO BE USED IN IMPROVING THEM. CONSIDERABLE ATTENTION WAS DEVOTED TO THE RECORDKEEPING TASK. THE ANALYSES CONDUCTED DURING THE COURSE OF THIS STUDY WERE BASED ON INTERVIEWS WITH DEPARTMENT MEMBERS, OBSERVATIONS OF OPERATING PROCEDURES, A REVIEW OF WORK DOCUMENTS AND REPORT FORMS, AND EXAMINATION OF STATISITCAL REPORTS AND DATA. THE CONSULTANT FOUND INSUFFICIENCIES IN THE NUMBER OF MEN AND VEHICLES IN POLICE SERVICE, DEPLOYMENT, FACILITIES, TRAINING, PROPERTY MANAGEMENT, COMMUNITY RELATIONS ACTIVITIES. RECOMMENDATIONS ARE MADE IN ALL OF THESE AREAS. AN APPENDIX OUTLINES A RECOMMENDED INTEGRATED RECORDKEEPING SYSTEM.
