AN OVERVIEW OF THE OREGON CRIMINAL JUSTICE SYSTEM IS PRESENTED, USING DATA FROM FISCAL YEAR 1977.
Abstract
AS THE SECOND ANALYTICAL DOCUMENT OF THIS KIND, THIS REPORT INCLUDES INFORMATION ON EXPENDITURES, PERSONNEL, AND WORKLOAD FOR SEVEN COMPONENT AREAS-THE POLICE, THE COURTS, PROSECUTION, PUBLIC DEFENSE, CORRECTIONS, JUVENILE PROCEDURES, AND OTHER CRIMINAL JUSTICE ACTIVITIES (THE OREGON LAW ENFORCEMENT COUNCIL, CRIMINAL JUSTICE INFORMATION SYSTEMS, CRIME VICTIMS COMPENSATION DIVISION, AND OREGON COUNCIL ON CRIME AND DELINQUENCY). THE RELATIONSHIP BETWEEN CRIME RATES AND CRIMINAL JUSTICE EXPENDITURES IS SHOWN FOR EACH STATE. DATA FROM 1976 SHOW THAT OREGON'S CRIME RATE WAS AMONG THE HIGHEST IN THE COUNTRY, WHILE THE PER CAPITA EXPENDITURES FOR CRIMINAL JUSTICE WERE PROPORTIONATELY LESS THAN 14 OTHER STATES. FROM 1971 TO 1977, OREGON'S INDEX CRIME RATE ROSE BY 20 PERCENT WHILE THE EXPENDITURES PER CAPITA ON THE CRIMINAL JUSTICE SYSTEM INCREASED 114 PERCENT. THE DEGREE TO WHICH VARIOUS SEGMENTS OF THE CRIMINAL JUSTICE SYSTEM HAVE RESPONDED THROUGH PERSONNEL AND EXPENDITURES TO THIS CRIME INCREASE IS REPORTED. (AUTHOR ABSTRACT MODIFIED---RCB)
