The Oregon Girls' Advocacy Project, a 1-year statewide study of the problems of Oregon's girls and young women, found that physical and sexual abuse, alcohol and drug abuse, homelessness, and teen pregnancy were identified as problem areas by at least 80 percent of the State's 36 counties.
Abstract
The study found that girls at risk of homelessness, teen pregnancy, physical and sexual abuse, or involvement with alcohol and drugs tend to exhibit self-destructive behaviors unlikely to come to the attention of social service professionals. Programs designed to address the behavior of the more aggressive male child may not be effective with at-risk females. An examination of child development theory and the design of successful programs supports the development of services that are specially structured to meet the needs of girls and young women. The report recommends intensive outreach, case management, and support groups for all teen parents in need of assistance throughout the State. To address physical and sexual abuse, the study recommends sufficient treatment resources to enable any female victims of such abuse to receive free or low-cost treatment. Also recommended are a coordinated system of long-term transitional housing, independent living skills training, and case management for homeless adolescent females. Alcohol and drug counseling is recommended as part of any program that assists high-risk females. Appended supplementary information.
